Railways across Australia 3/7

One of the interesting snippets in this episode was the stop over at Cook at 
the interview with the towns 3 permanent residents .
It wasnt clear to me exactly what the 3 residents actually did other than they 
worked for the Railways.
The obvious question is "which Railways".
Who actually owns the town of Cook?
It used to be an AN town , but now that we dont have an AN I wonder.

ASR possibly.
Also does the IP have to be refuelled at Cook or can a NR get all the way from 
Adelaide to Perth on a single tank?
