Actually my preference at the time was for AN to assume the role that NR
ultimately assumed. After all they were both Fed govt. entities and AN already
had the administration in place. Why the Feds ever created a new Fed rail
agency to then close the old one will always be a mystery to me. I remember
Frank Hussey and I arguing about it and Frank kept saying, "But we have to
start with a clean slate"
