Another thing that has had me wondering is that RV are proposing to
spend $36M in the first 2 years to upgrade the system. The Victorian
Government will pay $25M per year to FV to maintain the VLP lines . Now
if my calculations are right they get $50M from the Government over the
2 years but spend $36M, Is there something wrong here or is the
Government trying to disguise the subsidizing of another private
operator perhaps?
