The line is out of use, but not closed.  According to an official
within VicTrack, an application to transfer locos and rollingstock
needs to be made to VicTrack about 5-6 weeks before the desired date
to enable an inspection of the line and an empty cars movement is
subject to a 15 km/h speed limit.

According to posts by both Richard Flinders and Stuart Thyer in this
NG before Christmas, SGR didn't ask SRV for a steam loco for this
summer.
