Tasrail extension to Smithton

If Tasrail are going to extend their line to Smithton to save the local busniesses money in frieght costs, does this mean the local busniesses will provide freight for Tasrail from Wiltshire until the line is completed?
What about the existing line to Wiltshire, does the $20M provide funds to upgrade the line. They should be able to get the line up to 70km/hr between Rockycape and Smithton.
