Melbourne tram extension (route 70)

The route 70 extension, which opened yesterday [5 December 1999], is
NOT available to passengers. The last stop for inbound trams is Spencer
Street and cars travel "empty" over the new extension to the crossover
near the World Trade Centre.

A new safety zone has been opened in Flinders Street east of Spencer
Street, outside the delicensed Sir Charles Hotham Hotel and near the
recently-closed Markilles Hotel. This is the first outbound stop for
Route 70. There is no sign at Spencer Street to indicate that it is the
terminus of route 70.

When was the last time a new extension to an Australian tram system was
opened, but not for passengers? Reliable sources indicate the O'Keefe
Street link in Brisbane which opened in 1961. However, that was
a "link" rather than an "extension".
