As long as the Revenue Protection Officer identified themselves by showing
their ID and telling you what is happening, they can go in plain clothes. As
an example, this occurred until recently every day in Sydney because the
RPO's were not uniformed. There would be no difference in the law between a
plain clothed RPO/uniformed one (as is also the case with Police.)
