Nearly all European Railways close to the NATO/WP border had strategic
reserves. But this only means, that they hab more locos and car than
they need in regular service. eg. DB (Germany) had many old-fashioned
couchette cars stationed in Mönchengladbach and Regensburg (no night
train started there). From time to time they used them for peak
holidays, but this was not the reason for these cars. Meanwhile they`re
wrecked down.
The Soviet Union had a large number of standard gauge steam locos just
behind the frontier. They were maintained through 30 years but never
used. Meanwhile some of these locos were bought by German railfans.
