This is due to computer based interlocking project at Flinders Street between
Stage D1 and D2 (commencing on Monday, 16/8/99 and until Friday, 20/8/99).
Platform 3 only have access to Burnley Through lines, thus trains routed via
this platform will be re-routed to the Burnley Through (for up trains) or
Burnley Local (for down trains) at East Richmond.  A circular (S.2354/99) was
issued and numerous up and down trains have altered routing and minor running
schedule adjusted - including an empty car to Burnley Stabling Sidings run via
City Loop.
