I actually enquired about this abbreviation one day and was told it
stood for
"Public Crossing Road". Clear as mud, eh??!!

At the same time I also asked about the "CCW" and "WSa" abbreviations 
referring to points and was told:

"CCW": Coates Counter Weight
"WSa": Willets Spring - amended
