Portland (Vic) Cable Tram

A couple of nights ago on ABC TV news was a story about Premier (King) Cnut
doing a jaunt around the provinces, and riding on the replica Cable Tram in
Portland.   I have only heard vague reference to this project and have until now
dismissed it as pie in the sky, but it seems that it actually exists and that
there is some track in place.  Not only that - Cnut handed out a six-figure
grant to assist construction.

Does anyone have some information on this tourist tram project?
