4401 has two cabs. It was turned because with a balloon loop it is the
easiest way to get it from one end of the train to the other. The sequence
(slightly simplified) was...

The entire train entered the balloon loop. 3830+train+4401.

3830 cut off and moved past the coal loader for servicing.

4401 cut off and ran out of the balloon loop, clearing the points.

3830 ran around the balloon loop, then reversed back onto the Sydney end of
the train.

4401 ran around the balloon loop and coupled to the other end.
