Usually prefab panels of Concrete Sleepers means the adjacent Level Crossing
is to be rebuilt sometime in the next couple of months.  Mind you, some
panels have lain in wait for *many* months before installation, usually
because the occo gets defered (panels @ Mitcham were there for a long time
methinks).
