I've mentioned before that a number of European tramways are bringing 
back conductors. Amsterdam has done so, mainly to prevent the massive 
fare evasion which had been taking place. Sheffield has introduced 
conductors on its new tramway system, replacing the ticket machines which 
were being vandalised into extinction. A number of cities in the former 
USSR have brought conductors back. And it has been reported in the 
Melbourne press that some of the bidders for the tramway system are 
contemplating reinstating conductors.
