I suggest you check out SWU 160 [c]

Radios can be used for certain movements at an attended interlocking, and
any movement at an unattended interlocking.

The Loco Div of the PTU has a long-time ban on shunting on the radio in the
Metrop as it is unsafe. Last years shunters EBA agreed that shunters could
use the radio between themselves to organise a shunt, though in practice
they perform the shunt using the radio and coerce Drivers into doing the
same.
