Its quite likely to stall any current planning on Alice S to Darwin until the 
consortia backing this bit can figure out whether it would still be worth it 
given the other proposal.
A convenient let out for little Johnny , who could then argue that its not 
sensible to go ahead with either project until all feasability studies have 
been concluded.
