Head lights & Rear end devices

While doing some trainspotting the others night I notices several  things 

1.   National Rail freight trains running without headlights on also the
flasher on the end of the trains was  not operating.  May be a just a case
of  " not beening turned on" but  I though that running with head light on
was compulsory. 

2. The Super Freighter for Adelaide  I notice a blue hose running down from
the flasher to the air hose.   Have just seen my first FRED (flashing rear
end device) as the American called them and  the flasher was not working.
How does it work ?? does the driver control it.
