I don't know about that.  Even being the cynic that I am, I still think
that the vote-pulling power of railways is not lost on this current state
government.  Its one of the golden rules of state politics: trains=votes,
and whatever you think about Kennett - he has some skilled political
advisors who know this fact very very well.
