There are staff at Winchelsea, Colac, Camperdown, Warrnambool. Not all
stations are attended for all trains though (namely 8237/8246).

Yes. However the station staff are also qualified in train order
safeworking, and trains are crossed at Wichelsea (daily), Colac and
Camperdown as required.
