The object of LL&TC was the same as the object of ATC and CTC for that matter,
only VR could make 3 different systems out of what is essentiallly the same
system. ATC and CTC were kept separate because of the ARU. I can't even imagine
the rationale for LL&TC being a separate system. Slight differences in the
method of operation of the same beast
