It is a common misconception that 3 pos signalling is a safeworking system on
its own. When used, 3PS is an overlay on double line block. 3PS cannot be used
on single lines as a positive method of entrance and proof of exit is needed.
This is acheived thru CTC/ATC/LL&TC and the bastardised LL&TC in the
underground.

When the WTT says ""three position signalling is in force" it merely tells you
that double line block is augmented with 3PS. The entrance and exit to these
sections is still done under double line block rules.

3 position signalling is not a safeworking system.
