Here's a list I have from a bit over a year ago. Some may have changed.

Large electric staff:
Brooklyn - Newport (west line)
Brooklyn - Sunshine
Upfield - Ford's Siding* - Somerton
Frankston - Somerville - Long Island Junction* - Hastings
Morwell - Maryvale* - Traralgon (Divided Staff?)
Wodonga 'A' - Wodonga Coal Sidings* - Bandiana (standard gauge)

* = intermediate electric staff instrument

Miniature electric staff:
Tottenham 'B' - Brooklyn (dual gauge)
Brooklyn - Newport 'A' (east line, dual gauge)
Greensborough - Eltham
North Geelong 'B' - North Geelong 'C'

* = intermediate electric staff instrument

Train Staff and Ticket (not including tourist railways):
West Tower - Webb Dock (closed, but Staff still at West Tower?)
Fawkner - Gowrie - Upfield
Eltham - (Diamond Creek) - Hurstbridge (Diamond Creek may be opened as a
temporary staff station or Intermediate Block Post)
Hastings - Stony Point
Maryborough - Castlemaine (now SAW?)
Ouyen - Cowangie - Pinaroo (now Ouyen - Cowangie - SA border?)
North Geelong Grain Loop (staff only, no tickets)

I think Newport 'A' - Manor Loop is still Train Staff and Ticket.
Are the Maribyrnong River and Long Island lines works as sidings?

Double Line Block:

St Albans - Sydenham* - Diggers Rest* - Sunbury* - Clarkefield* - Gisborne -
Woodend* - Kyneton - Castlemaine - Bendigo
Broadmeadows - Somerton* - Donnybrook* - Wallan* - Kilmore East* -
Broadford* - Seymour
Jewell - Brunswick - Moreland - Coburg - Batman - Fawkner

* = may be switched out

Newport 'A' - Williamstown was also on the list, but I think this is no
longer double line block.
