In the US, most railways flat out refuse to ran ANY fan trips...period!
Even the UP which has its own preserved loco's will not let a foreign steamer
on its rails. CSX will let you run a fan trip if you post a multi million
dollar insurance policy.
Try running a fan trip in Britain. Raising the Titanic is an easier task
Question: of all the equipment steamrail has, did they ever have to buy any of

The PTC might well be "anti railfan" now, but up until very recently and for
the longest period of time, Victorian railfans did not know how lucky they
were.
