They wouldn't have to accept a $100 note for a small far. I don't
recall the exact relationships, but the amount tendered has to be
within reason for the amount to be paid and would probably top out at
$10 or $20 for an under $1 fare. At the other end of the scale, there
is a limit to the number of 5c pieces that anyone is required to
accept as payment, perhaps $2 worth.

There is a reasonableness criteria there already.
