If you mean that people would be paid $100 per day to ignore medical
advice, I think the government could be opening itself up for a big
lawsuit: The doctor says "don't go to work, it's too stressfull", the
government says, "no it's not, here's $100", worker has a heart
attack/breakdown/whatever (but is nevertheless richer for the experience
:) ).

Perhaps the money would be better spent on easing the stress (eg hire
more workers) rather than convincing the existing workers to put up with
it.
