I suspect that the main reason would be cost. This is mainly because
the train would have to come from NSW. The ARHS ACT ran a tri stater
diesel hauled tour and this was somewhat expensive and the cost for
steam would be more than double. I suspect that if such a tour was run
it would have to sell for between $2000 to $3000 for a four day trip.
For this reason I would say that your last point (lack of interest)
would apply from both operators and customers.
