Extend to Tweed Heads, maybe? Or Coolangatta?

What are the construction costs for a railway built down the middle of a
freeway? Are they greatly reduced compared to a normal railway or only
reduced in a minor way? The actual railway costs would be reduced, but the
freeway construction would be increased due to the wider reservation
required, also the protective measures to prevent crashed vehicles from
ending up on the railway. Would the extra freeway costs be less than the
amount saved from a new railway?
