Have a look in past issues of Catchpoint - there is someone who has
appeared in photos who might fit the waist requirement, but as a part time
Father Christmas might be insufficently bossy.

Do you have a URL for the Daily Telegraph item or the owners of Thomas?

The "Fat Controller" that appeared in the ABC for kids show wasn't
sufficently fat but did have the right voice.
