Melbourne didn't need multiple unit trams. Sydney had to use multiple unit
trams due to steep grades and high patronage. Many Sydney tram lines were
built instead of railways, and trunk routes required moving large masses of
people. The Sydney system had trackwork and wheel profiles to railway
standard, used railway safeworking on single lines, and were administered
mainly by same organisation as the railways. Sydney practice was closer to
American methods.

In Melbourne, the trams complemented the railway system. Trams moved lower
volume crowds. Showgrounds, racecourses and football venues were in most
cases adequately serviced by both forms of transport. The MMTB was a very
efficient organisation. Cars and crews were immaculate until the Met was
formed.

Multiple unit operation means one tram every ten minutes, instead of two
trams every 5 minutes.

I think Melbourne should be served by a huge fleet of low floor A class at
high frequency, instead of one articulated tram every 15 mins or so,
