The reg. about private roads being chained off has its origins in the
footpath system in Britain - where a path crosses private property, it had
to be closed off 1 day a year (usually Christmas Day, when BTW most public
transport also stopped) else it could legally be claimed by the Crown as
public property. In WA's case, I suspect the Gov't/Ashburton Shire didn't
want any more roads in the Pilbara to look after.
