GST and rail tours?

At the risk of starting a 'political' thread, on the RTA's Sprinter
tour to Toolamba-Echuca last weekend there was a discussion about the
effects of a GST on rail tours.

Would tour operators have to charge GST on rail fares? Would hire
charges for crews, rolling stock, track access etc. also be subject to
GST? (Either situation will result in further cost increases...)

Someone mentioned that the ARHS Qld. had an article relating to this
subject in a recent newsletter. Could anyone post this article or
suggest where I might obtain same?
