Almost every morning the 7:00am Flinders Street Train (via loop, express
B-C-G-R) from Mooroolbark doesn't run. I don't have a copy of the current
W.T.T., but I understand this train to run empty from Ringwood to
Mooroolbark and then run this service. But if there are any trains
canceled this always seams to be the first. This makes the following
train from Lilydale very full (wasn't helped this morning by the 7:00
Upper Ferntree Gully train canceled too)
Any reason why this train is the first to get the chop.

I have dubbed this train the 'Phantom Train' as the only time I have
caught it it was 1/4 full if that, and now it never seams to run.
