Well it is law in several countries! In the US it is called the "Federal hours
of service law" After 12 hours of continuos duty you cannot operate the train
under penalty of law, Canada has an almost identical law. I believe several
European countries have similar laws although I'm unaware of the specifics.
BTW, it is expected the the hours of service law will be reduced to 11 or 10
hours in the not too distant future.
