Not really my topic, but I recently bought:

The British Steam Locomotive, by O.S. Nock, first published by Ian Allan Ltd
in 1966, but republished in 1995 by The Promotional Reprint Company Ltd of
London.

Chapter 18 has some interesting data on scientific testing of steam
locomotives undertaken by British Rail in the last years of steam.

I was interested because it seems to me that the silly old design engineers
left it just too late to really refine steam traction. Test are described
that probably should have been done 50-80 years earlier. Oh
well.............

Some of the data does show tractive effort plotted against speed.
