Try the last few weeks. The spam cancellers are on strike to highlight the
problem. Too many sites simply rely on third party cancels to clean up
what shouldn't be there in the first place. GO to Dejanews and do a search
on "Spam Cancel Moratorium".
If you see a spam, notify the originating site and get the idiot's account
pulled. Don't go by the From: line as it's probably forged. Check the
NNTP-Posting-Host: line to see where it really came from.
