Unfortunately, for the ISP's, most of the wholsale providers charge by data
used, since it's pretty useless to charge for time when they are essentially
connected to the internet for the month. Unfortunately for the ISP users, the
ISP has to pass their costs onto the user, and if say a user on an unlimited
account wastes bandwidth, this costs the ISP more, and if they are losing
money, the monthly 'unlimited' fees are risen.
There is nothing for nothing in this world.
