Sale of Vline freight

As it now seems that Vline Freight is to be sold off as a vertically
integrated railway,I have been wondering about the exact detail of whats going
to happen.
There are some parts of Vline freight which are not only used by Vline freight
and are shared by other operators,and its not obvious what will happen here.
A few examples.
Sth Dynon Junction to West Footscray Junction is dual guage used by both SG
and broad guage trains , who will own this track after the sale?
Likewise Nth Geelong C to Gheringhap is used by both intrastate & interstate
trains,who will own this stretch of track.
There are numerous other examples like who will employ the signallers in
Sunshine and Wodonga A boxes ,etc.
There arnt many precedents in Australia for separating Govt owned Railways
into multiple small bits which are privately operated.
Anyone know whats likely to happen?
