Hmmm. A tough call here - can they believe everyone who says they had their
handbag stolen? Don't get me wrong here - I dislike the Gestapo intensely,
but in such situations who can tell?

You'll probably find that if she makes a full report to the police, that
she'll then have grounds to have the fine revoked.

Solution: If public transport was free, we would not have to have - expensive
and impolite Gestapo; expensive and badly designed electronic ticketing
systems; or fences.
