Some NSW observations

Travelling to Melbourne last week (9/4) and back to Armidale today (16/4)
by train I made a few observations which I'll relate now.

Last week NP24 crossed a down container freight at Willow Tree. Although I
only just saw the loco, I'm pretty sure it was 8012. Can anyone confirm?

Is the Up Refuge just south of Cowan to be extended? There appears to be
pointwork on the existing loop in place, track alongside the formation,
and a new set of points on concrete sleepers ready to go in further south.

What are the "Tech-Trac" cars at the electric depots? I saw one at
Flemington and one at Hornsby.

I'm amazed that there are so many 48s running as assisting units between
Werris Creek and Broadmeadow. While I can understand Werris Creek needing
some 48s for the branch lines, I can see no reason they need so many
running south when almost the entire fleet of 422s is in storage around
the WC turntable. Quad 48s on wheat trains in the Upper Hunter is just
silly.

A final thought as a result of a late running ST1 last week. Due to a
"locomotive change", the set didn't dock until 21.00 and departed at
21.20. Another 15 mins and we'd have had a good connection from Brisbane.
Then I thought, why can't ST1 depart later? If ST1 departed at 21.55, it
would get to Melbourne at 8.15 (not unreasonable). If ST4 then departed
Melbourne at 9.45, it would get to Sydney at about 20.30. This is not
overly late and it wouldn't be missing any connections.
