But why is this an issue? The Frankston, Dandenong, Belgrave, Lilydale, Glen
Waverley and Alamein lines are already modified to take the 4DD, and any new
rolling-stock ordered is not going to completely replace the current fleet.
Surely new double-deck carriages could be segregated to these lines.
