This seems to be a NSWGR urban myth. I remember being told this many
times when I worked for SRA. Other states don't seem to have this
paranoia.

V/Line Pass operates 6 car trains with a loco at each end and NO-ONE
on the rear loco.

NRC haul the overland cars to/from South Dynon car sheds with the NR
class swinging on the rear. No probs.

further back than 810m, B2 930m, B3 1200m. In Vic 80% of the train has
to have WF2 or better. And in ex AN no restrictions. Why can't we have
one set of rules ????? Then there is the various drawgear limits any
light vehicle restrictions.
