I wonder if the '5 pack' was carrying its full complement of
containers?

I recall, while living in the US during the early 90s that there were
FRA (Federal Railroad Administration) guidelines for wagons carrying
containers and articulated container flats.

If my rusty yet trusty memory serves me correct, a flat car of 2
container capacity, carrying one container was more likely to derail
if the empty half faced the direction of travel.

Are there any loading conventions in Oz?
