A solution, which has been used in other Olympic Cities during the
games, is to alter the "Freak Hour". Schools, Universities and many
non-essential operations do not run during the 16 days of the games.
Business are encouraged (forced??) to alter their hours of operation or
close down (workers take annual holidays) during the same period.

Putting on additional trains to cope with the combined games and normal
peak hour traffic will not work if there are no slots left to run the
additional trains.
