Not the first time trams have been reported as having steering. I remember
a TV program with a beauty contest winner blurting out that a tram driver
let her steer the tram. Maybe she had her hands on the brake wheel. Many
kids were also seen on Sydney red rattler trains steering the carriage with
the brake wheel.

Maybe the reporter went to Zurich where trams do have what looks like a
steering wheel as a controller. I don't how the drivers there react when
they get into a car.

As an aside, I know there were problems in Sydney retraining trolley bus
drivers on diesel buses. The trolley buses had the brake pedal where the
accelerator would normally be, and vice versa.
