I dont see that ASW and Train staff and ticket per say cause the speed
limit. I just think it is bureaucratic inaction. The track from Newport
to Geelong is in much better condition (65kg ? rail on concrete
sleepers) than the adjacent broad guage (45kg ? on timber sleepers) on
which V/Line run 130kph services.
Perhaps it relates to the very poor alignment which as others have said
is a series of tangent track joined by kinks.
