I think not. The longer distance means more track operated over, means
more cost for track usage. Hence it's less expensive for VLP to run
trains up the straight to Ballarat.
Going up the straight is also significantly faster, and you pick up
patronage from stations en-route (which you don't do much of running via
North Shore), and now that bugger all freights run up the straight (are
there any at all?), it's easy to send all the passes that way.
