Sure, but freight only crews aren't usually allowed to work at passenger
train speeds. That's reserved for the "big wheel drivers". If you need a
second or even third person in the cab it only increases the costs to the
operator. This partitioning is somehow supposed to SAVE money.

There will also be engines idle for longer times and crew balancing
problems. In the past a crew and loco which worked a down evening pass
might return on an up freight. The loco off the down overnight freight
might then work the morning up pass. Now you'll have the pass loco idle
overnight and need two additional freight locos.
