A text only version of a web page should be provided if possible. In the case of frames,
it is extremely easy to provide this. The CityRail page uses Java to change the text in
the menu when the mouse is placed over an option. This is totally unnecessary. What
happened to onmouseover= ? The colour they have used for the text when it changes makes
it illegible.
