The reason for the V/Line loco would have track works which were carried out
at Merri station and on the sharp curves nearby on Sunday.
The V/Line terminal at Bell station is freight only as far as I know. BTW, it
is road only. There is no siding.
Suburban trains were termining at Bell station with buses between there and
Clifton Hill.
