As several others have mentioned, they are greasers to minimise rail and
flange wear.

Several systems in Aust. have also trialed using highrail mounted rail
greasing units that apply a film of grease to all the rail, both curved
and tangent track. The purpose of this is to reduce fuel consumption.
Results of 5 - 10% have been demonstrated, though due to the poor
fuel/power records of the rollingstock branches this is difficult to
quantify.

I think most systems have stoped trials now, as with third party users
the cost is to the track maintainance organisation, with the benifit to
the third party.
